First of all, I would say, the way the question was written, that a pharmacist should not professionally recommend prescription pharmacotherapy for a psychologic or psychiatric condition. The pharmacist has no training or capacity to make a clinical evaluation of mental or behavior symptoms sufficient to recommend therapy. Yes, a pharmacist is able to recommend over-the-counter medications for a host of simple symptoms but may tell the customer that, nevertheless, a visit to a physician would also be recommended. A pharmacist might also answer the questions of patients taking prescription drugs about side effects and drug interactions. The pharmacist can also be a pharmacology resource for aiding a physician requesting further information about a drug to be prescribed, again with regard to indications, side effects and drug interactions.
If you wanted to express something different in your Question, please let me know. ..Maurice.
