Howard M Liebers
Senior Policy Coordinator, DC Primary Care Association
Washington, DC
Professional summary
As Senior Policy Coordinator I am responsible for working closely with the Chief Executive Officer and Chief of Policy and Programs to promote and advance DCPCA's policy agenda both internally and externally. Together we help to implement Federal health reform for DC on behalf of community based primary care providers. I work on policies around primary care workforce, patient centered medical homes, and HIT. DCPCA is the Regional Extension Center and is operating the RHIO (what will eventually become the State Health Information Exchange). In addition to working with community health centers and on primary care policy for uninsured and underinsured, I founded a non-profit called MarbleRoad: The mission of MarbleRoad is to connect people who have complex illnesses with the resources they need to help them improve their lives. A complex illness is one that is persistent and substantially disabling or life threatening, and requires treatments and services across a variety of domains of care to ensure the best possible outcomes for each unique patient. MarbleRoad focuses on rare or undiagnosed diseases and the needs of community health center patients who seek specialty care services not offered by their primary care providers. MarbleRoad does this in a unique way, by promoting the spirit of volunteerism, anyone can serve, and a commitment to a lifetime of service. We include a volunteer service requirement as a part of the eligibility for financial assistance. In this way, financial assistance is not just a handout, but it also leverages community impact.
